Summary Numerous accounts of abuse and even death at juvenile boot camps have lead to a high degree of scrutiny. And because boot camps have a "64 to 75 percent recidivism rate" they are the least effective of any rehabilitation program. Many states such as Maryland, Georgia and California have shut down their state-run boot camp programs.
