Summary Minnesota Gov. Tim Pawlenty ordered a hiring freeze for all state agencies in 2008. An investigation by Minnesota Public Radio finds that there were over 5,000 new hires between the time of the governor's announcement and April of 2009. Compared to the number of employees who retired, that means the workforce "grew by 12 people" in a year.
