In Harm's Way
The Houston-Chronicle investigated and tested the air quality in four Texas communities that surrounded some of the state's largest industrial plants. Their tests showed that the plants in these communities were releasing "air toxics" into the air and were thus increasing the resident's risks of kidney and liver damage, along with many other serious heath problems. Furthermore, the Houston-Chronicle found that Texas air regulations are among the most lenient in the country.

This story deals with police brutality. It narrates the death of Mexican legal immigrant Luis Alfonso Torres after he was detained by three members of the Police Dept. of the city of Baytown, west of Houston (Texas). The detention was filmed by a camera mounted on one of the squad's car. When he was detained, Bernstein says, Torres was "suffering from hypertension" and unarmed. "It's bigger than the Rodney King video. After all, in this incident someone died", says a Houston-based Hispanic activist quoted in the story. "Cops killing Mexicans is not new to Harris County", Bernstein says and adds in 1999 the Mexican consulate "proposed a travel warning to advise fellow citizens against visiting Houston because of all the police shootings in the area."

The Houston Press investigates the Exxon refinery in Baytown, where cutbacks in personnel and maintenance budget and the increased use of outside contractors has turned the plant into a catastrophe waiting to happen. Major disasters have been narrowly averted several times in the past two years after escaping vapors formed explosive clouds near open flames. (April 18, July 11, 1996)
