Someone to watch over me: How a flawed system fails the retarded and disabled
The Star-Ledger investigates the seven New Jersey state institutions for mentally retarded and autistic. The investigation uncovers a flawed system, struggling to meet the federal standards, and depicts dozens of helpless residents hurt by abuse and neglect. As New Jersey is one of the few states that still depend on large institutions, possible federal sanctions could cost the state millions in aid.

A Promise Broken: Failing Indiana's Schoolchildren
The Indianapolis Star produced two eight-page special sections looking at the financing of schools and revealed that the state has repeatedly asked local schools to do more but not provided the needed funding. "Many Indiana schoolchildren are still doing poorly, because, once again, Indiana has created a plan to spur better performance but not followed through with funding and other support to local schools."

Loaded for trouble: Why we can't stop drinking and driving
The Inquirer investigates why the drunken driving problem is so persistent in Philadelphia and nationwide. The series' main findings are that there is a link between bar concentrations and crashes points; disparities in law enforcement from one town to another hamper efforts to curb drunken driving; DUI crash and arrest numbers are deceptively low because they do not count for hit-runs and the many cases when drunken drivers are on the road before arrested.

Tickets and Minorities: Delving into disparities
The Press-Enterprise commissioned a study to examine 3,973 traffic tickets written by Riverside, Calif. police in 1998 to determine whether the city police department has engaged in racial profiling. It found overall that black and Hispanic drivers were ticketed at disproportionately high rates in Riverside in 1998.
