  • Inside and Out

    Three years after Illinois broke off its youth prisons from the adult system, WBEZ set off to see what changed and found very little. Libraries without proper books, a locked computer lab, abysmal vocational education, and increasing suicide attempts characterized the youth prisons.

    Illinois is one of 12 states in the U.S. in which a minor who faces a felony charge is prosecuted in the "adult penal system." In this Chicago Reporter investigation, Angela Caputo reveals that the majority of minors charged with a felony and prosecuted as an adult are black 17-year-old males. She also reveals that most of the cases involve nonviolent crimes like "low-level drug sales" and "property theft."

  • Jailhouse Shock

    A rural Illinois jail faces allegations of Taser use from detainees who say they were tortured with them. The investigation found that at this jail, Taser use goes extremely unreported. Those that did report their Taser use admitted to using the Tasers when detainees were restrained by handcuffs or strapped into a chair.

    The series finds that the Illinois state government had secretly released 1,700 inmates from prison early in an attempt to save money and reduce overcrowding. Many of those released had committed violent crimes or been convicted of driving under the influence.

  • Prison Workers Compensation Investigation

    The reporters find that hundreds of guards at a Illinois maximum security prison were receiving large taxpayer-funded injury awards for carpal tunnel syndrome they claimed came from unlocking cell doors. The state had spent $30.6 million on these settlements over three years. As a result of the investigation, the Illinois Department of Insurance launched a civil and criminal investigation.

  • Pension Bonanza

    The state of Illinois is in a large amount of debt due to its pension plan, which is causing services to be eliminated. The pension plan has allowed some government retirees to become millionaires and others earning “at least $100,000 a year”. This is one of the reasons the state is in large debt and the fact the pension plan is costing “more than $800 million a month”.
