KMOV: Welfare Withdrawal Fraud
Thousands of Missouri tax dollars spent in casinos, strip clubs, and bars.These are Missouri welfare cards being accessed for cash at ATMs in some bizarre places. The state can’t tell you how nearly $100 million of your tax dollars are actually spent because what’s purchased with that cash isn’t tracked, but the ATM locations are recorded. News 4 spent the last two years digging into this issue and continues to find plenty of red flags.

The Price of Parking
The City of Columbia disregarded a study it comissioned building a parking garage double the size of a 3rd party recommendation. The garage, at 5th and Walnut in downtown Columbia, MO, remains mostly empty putting financial strain on the city's parking utility. Yet the city plans on building another parking garage six blocks away from the brand new garage. The city didn't have the money to pay for the first garage and doesn't have money to pay for the second garage. The first garage cost taxpayers $21 million. The city says the second garage will cost another $12 million- not including interest.

What started as an investigation of one doctor's questionable practices, led to a larger expose on St. Louis hospital violations and the state's lack of punishment for the doctors that are reported. The reporters found that most information about Missouri's problem doctors and unsafe hospital condition is swept under the rug.

"Dodging DWIs"
The criminal justice system in St. Louis "has failed to punish drunken drivers." After multiple people were killed in drunk driving related accidents, reporters revealed that in St. Louis County, felony charges were not often issued to repeat offenders. Few people accused of a DWI actually have it placed on their record. Missouri Gov. Jay Nixon has called for an examination of the broken system.

"First, Do No Harm/Behind The Curtain"
Two women have come forward to say they were sexual assaulted by a male ER nurse while in the care of North Kansas City Hospital. The women were heavily drugged while the assaults occurred. KCTV reporters found that sexual assault on hospital patients is not as rare a problem as most might think. However, when asked about the issue, local advocacy groups, state nursing boards and even the senior V.P. of the Joint Commission were unaware it even existed.

"Coaches' Salaries 2009: College Football Special Report"
The average pay for college football coaches has increased 46 percent in the last three years. Amid a floundering economy, cutbacks have spread across higher education budgets, but college football coaches continue to see a rise in their salaries. In 2009, 25 coaches made at least $2 million, which is double that of their salaries just two years ago.
