Senior Insecurity
One of the most expensive health and human services program in California was designed to help the elderly and disabled afford basic necessities. The program, which costs “almost three billion dollars”, is covered by taxpayers. But when you look on the streets, you will see a number of elderly people living there because they aren’t able to pay for food and shelter. The issue that arises is how the money is being spent and whether the program is working or not.

The Plain Dealer examines the pracitce of inner-city people, mostly elderly, disabled or welfare recipients, working in their homes, putting together screws and washers used by automobile manufacturers. The workers earn $1.50 for every 1,000 screws, less than $1 per hour. They keep the work hidden for fear of losing their welfare, so the cheap, underground labor is isolated from the tax man and federal law. (Aug. 18, 1996)

America's most wanted welfare plan
The series uncovered gaping holes in the administration of the Social Security Administration's Supplemental Security Income and Disability Insurance programs, which together cost taxpayers $66 billion a year. The series explored in detail the 20 - year history of the federal disability law to reveal how political grandstanding and expediency combined to create the opportunity for fraud and waste. "Crazy Checks" investigated fraud and abuse of the Supplemental Security Income (SSI) for children, a $5 billion a year program run by the Social Security Administration. SSI is designed to financially assist disabled children, but Prime Time's three-month investigation discovered a program with such lax oversight and vague guidelines, that the money can be spent for virtually anything. In addition, even normal children qualify-after being coached by their parents.
