  • Ghost Drivers

"For years, Indiana has suffered the embarrassment and dubious distinction as a "fraud Friendly" state when it comes to obtaining bogus licenses and identification cards. A new administration vowed to put a stop to it. But 13 investigates discovered the state's top agencies for prosecuting fraud weren't following through on the legal end. Investigative Reporter Sandra Chapman began tracking the case of an accused Bureau of Motor Vehicles worker accused of fraud. What she found instead was a system allowing known illegal drivers using social security numbers from decreased residents to operate free and clear of Indiana law."

  • Identity Crisis

Dateline investigates the ease with which fake identities can be obtained. In the course of a year-long investigation, a Dateline producer was able to obtain a fake driver's license, two birth certificates, and two temporary driver's permits. Even with increased security measures that verified social security numbers, fake documents were readily procured. The investigation probed some of the same loopholes that the September 11th hijackers were able to exploit.

  • "Driving by Deception"

Reporters for The Record "exposed a shadowy underworld of fraudulently obtained driver's licenses and birth certificates. It has shown that the driver's license, often described as the de facto nation ID card, is easily obtained in New Jersey for a price, commonly $1,500 to $2,300. These were real licenses, issued at state Division of Motor Vehicles offices, not fake paper." -excerpt from IRE contest entry form.

  • Crash Landing

This article tells how one man "for years tried to expose corruption in the state driver's license facility where he worked. ... He told of how would-be truck drivers were paying bribes to get commercial driver's licenses, known as CDLs, and how he suspected the state employees taking the bribes in turn used the money to satisfy the intense pressure to buy tickets to political fundraisers held for the boss, (Governor) Ryan. ... Then a horrific highway accident killed six children."

  • Cagle's and Tax Breaks

The Lexington Herald-Leader investigates Cagle's Keystone Foods and the large number of Hispanic workers the new plant has brought to the area. The plant was intended to provide jobs for the area's poor. However, many locals did not like the repetitive tasks they were asked to perform at Cagle's and quit soon after it opened. Cagle's officials filled the open positions with Hispanic immigrants. Local law enforcement agencies have discovered that many of the replacement workers are actually illegal immigrants. Police were tipped off to the problem when they blocked a road near the Cagle's plant. Officers ticketed many Hispanics for having fake driver's licenses and driving unregistered cars.
