  • City Hall Scandals

    "These articles delved the influence of money and politics in Los Angeles city government and revealed a system in which government officials pressure private firms to make sizable political donations in return for contracts, a contractor made large sums of money padding the bills it submitted to city government, and the city's mayor used a public relations firm under contract with the water department to advance his own agenda, and a favored mayoral fund-raiser bounced checks to business associates and political candidates, including the mayor, with impunity.

  • Tiffany's Betrayal

    The San Francisco Examiner tells the story of Tiffany Mason, a 15 year old who bounced between foster care, her mother and her pimp before being murdered in August 2001. The Examiner series blames the city of San Francisco, the juvenile justice system and the state Department of Human Services for her death, stating that the system did nothing to take Tiffany away from her pimp. The Examiner uses this story to illustrate a larger problem: "men buy sex from hundreds, possibly thousands of children in San Francisco each year with near impunity. Police routinely ignore or issue misdemeanor citations to men who pay children for sex." And agencies do little to prevent young women arrested for prostitution from going back to their pimps after they've been released from juvenile hall.

  • The Battle for San Francisco

    The San Francisco Bay Guardian reveals that "the San Francisco city planning process has been completely taken over by big developers, campaign contributors and cronies of the mayor. Developers are cheating the city out of millions in taxes, violating codes and zoning laws and destroying the fabric of neighborhoods with total impunity."

    ABC News 20/20's story "Travelers Beware" examined the nature of crimes committed against travelers at the nation's airports. Through the use of hidden cameras, police "ride-alongs," and airport surveillance footage viewers had a first hand look at the methods and practices of organized, sophisticated, well-trained thieves. The report examined how these thieves took advantage of lenient penalties due to the non-violent nature of their crimes, lax enforcement of security by airline and airport officials, and untrained or under-staffed law enforcement agencies and the crowded confused environment of the airport to operate with impunity traveling from airport to airport.   • Inside Michigan Nursing Homes

    The series explored conditions in Michigan's 450 nursing homes, a $1 billion-plus annual industry in the state, 70 percent of which comes from tax dollars through the Medicaid program. Based on voluminous inspection records, complaint reports and violation notices, the series concluded that many Michigan nursing homes provide substandard care with virtual impunity.
