  • For-Profit-College Business Model Breeds Exploitative Marketing Tactics

    In the first radio piece: Interviews with former recruiters, faculty, administrators and students of a small group of for-profit colleges in Minnesota paint a picture of schools that are exploiting unsophisticated students for their financial-aid money. Analysis points to a high-enrollment, high-dropout business model that earns the company millions but provides questionable return on taxpayer investment. In the second radio piece: Political differences at the federal level make it unclear how much the government will regulate for-profit colleges. At the Minnesota state level, the leading official for higher-ed says his agency doesn’t have the resources to go after problem colleges – and isn’t sure whether beefing up enforcement would be the best use of higher-education funding.

  • Prognosis: Profits

    In their quest for growth and profits, large nonprofit hospitals in North Carolina have pushed up healthcare costs, paid executives millions and left thousands with bills they struggle to pay. In a joint investigation, the Charlotte Observer and the News & Observer of Raleigh found that urban hospitals in North Carolina have generated some of the nation’s largest profit margins and have amassed billions of dollars in reserves. Hospitals in the Charlotte area have sued thousands of needy patients they could afford to help, frequently putting liens on their homes and damaging their credit. Raleigh-Durham hospitals, meanwhile, have sent collection agencies after thousands of patients, ruining the credit ratings of many in the process.

  • Workforce Central Florida

    The state's Regional Workforce Boards -- 24 private, nonprofit entities -- receive more than $300 million a year in public money to help put people back to work. The story revealed that the regional agencies handed out millions in business deals to companies owned by or controlled by their own board members. The reporters discovered that local elected officials charged with overseeing the boards had abdicated virtually all their authority, sometimes failing to meet for years at a time.

  • Deep Cuts: Why is the Triangle Land Conservancy Logging Its Land

    The Triangle Land Conservancy is one of the most respected land protection nonprofit agencies in North Carolina. Its mission is to protect land from development and environmental degradation. But in 2004, under new leadership the TLC quietly changed its mission to include the timbering of lands. Until the story was published, most donors knew little or nothing of the timbering.

  • Ready Money: The Baltimore City Foundation

    The investigation of a private nonprofit group, which was formed to benefit city programs for the underprivileged, revealed a number of shocking facts. Some of them being, that a number of city officials used the group to pay for a few items for the mayor’s inauguration and to avoid competitive bidding for the design of the visitors center. Also, some of the donations went to support political initiatives, not those needing help. The foundation was unaware of the happenings because they were asking few questions from the city government.

  • Tax-free agencies get little scrutiny

    The state of South Dakota depends on sales tax for a large portion of its revenue. But the state has also issued thousands of tax-exempt licenses to nonprofit organizations. The question about these organizations is whether they are actually providing relief to others and if they even still exist. But these questions might not be answered because the state doesn’t track the transactions, even though they are losing revenue.

  • Wasting Away

    Washington, D.C. suffers from the highest rate of AIDS cases in the nation. While the health department awarded more than $25 million to nonprofit agencies to deliver services to ailing AIDS patients, many rendered substandard or no services at all.

  • NOAH Housing Program Investigation

    WWL-TV's 50 part investigation into a non-profit City of New Orleans agency revealed a post-Hurricane Katrina house gutting program designed for the poor and elderly may have been a scheme to funnel money to contractors. The investigation showed homes the non-profit claimed to have gutted using federal dollars, but the work was never done. Through extensive research, the WWL-TV team also found significant links between the highest paid contractors and the executive director of the non-profit. And one contractor was even linked to the city's mayor, Ray Nagin.

  • Hurricane Giveaway

    The Federal Emergency Management Agency (FEMA)kept tens of millions of dollars worth of new household supplies meant for Katrina victims stored in FEMA warehouses for two years. In early 2008, the agency decided the items were no longer needed and declared them surplus, even though agencies that help hurricane victims told CNN they desperately needed those types of items. The supplies ended up with federal and state agencies, but not Katrina victims. The investigation revealed the groups that are helping rehouse Katrina victims did not know these items existed. Furthermore, CNN discovered a serious disconnect between FEMA and the states, as well as within states themselves. Louisiana's surplus agency passed on taking any of the surplus items because the director said he was never told they were still needed. Mississippi, on the other hand, took the supplies and gave them to state prisons and other agencies, but not to non-profits helping Katrina victims. Those non-profits told CNN they never knew these items were available.

  • The Redevelopment Investigation

    This investigation came in several installments throughout the year. The city of San Diego, unlike any other government in California, operates two redevelopment agencies outside of the traditional City Hall structure and with little oversight, running them as separate nonprofit corporations with their own presidents, boards, offices and identities. An investigation into those two public agencies, which have combined annual budgets of nearly $300 million, uncovered a rogue system of forgotten government, which was underscored by a clandestine bonus system. The president of one agency used to pay herself and her aides more than $1 million over 5 years and numerous conflicts of interests between developers and top officials.
