Scales of Justice
Many known criminals in Linn County walk the streets freely. Among many problems with the local justice system, the largest is that criminal cases are dismissed without prosecution. Without charges on a drug dealer's, child pornographer's, or girlfriend beater's records, it's as if they never committed a crime. The lack of corrective action is leaving local police with low morale and an overwhelming job of arresting repeat offenders only to see the justice system release them back on the public.

"Dodging DWIs"
The criminal justice system in St. Louis "has failed to punish drunken drivers." After multiple people were killed in drunk driving related accidents, reporters revealed that in St. Louis County, felony charges were not often issued to repeat offenders. Few people accused of a DWI actually have it placed on their record. Missouri Gov. Jay Nixon has called for an examination of the broken system.

The Times explores a broken legal system in Louisiana that allows DWI offenders to get off on minimal charges which ultimately resulted in the death of 15-year-old Adam Klingensmith at the wheel of a repeat DWI offender.

Slippery When Wet; The Runners-up; Bob Castle's Boozy Rap Sheet
Until this Seattle Weekly report, the police and public didn't realize that Robert Castle was the state's DUI King, a chronic hazard who racked up 16 drunk driving convictions and was repeatedly given breaks by the courts and soft time by judges. Documents reviewed by the Seattle Weekly revealed poorly kept records that prevented judges from realizing the full scope of Castle's driving history and his threat to others on the roadways.

School Bus Disgrace
This investigation exposed abuse, neglect and corruption in New York City's school bus system. The reporters found cases of students being sexually abused on buses, of buses breaking down, and of special needs children being mistreated. The investigation revealed that the Department of Education had no way to track repeat offenders, and often punished misbehaving drivers with little more than a verbal reprimand.
