Charity and the Bottom Line
In the past decade, St. Louis hospitals have become less charitable towards people who are poor and without any insurance. According to the hospitals, this is due to the rising costs and the increasing number of people who are uninsured. As this report finds, although the percentage of people without insurance has gone down only by 13 percent, the percent of charity care has gone down by 46 percent.

Giving up their kids
The Law Journal reports on a custody crisis for mentally ill children. The story reveals that "inpatient treatment for mentally ill children is out of reach for all but the richest families and the very poorest families who are covered by Medicaid. Many families in the middle, uninsured or underinsured, are pressured to relinquish custody to the states because the states, which offer the care, can then turn around and get reimbursed by the federal government."

Spreading the Word: Florida has programs and money for uninsured kids, but about 245,000 eligible children still aren't signed up
Florida Trend writes that KidCare, the umbrella organization for Florida's children's health insurance programs, "has added 487,238 children from poor or low-income families" since 1998. However, "some 245,561 children who qualify for free or subsidized insurance aren't signed up...The highest rate of uninsured children is among Hispanics, 22% of whom have no insurance." Vogel writes that "the biggest obstacles to insuring more children are ignorance and fear rather than programs and money. In 1999 and 2000, the state spent only $143.7 million of the $414.1 million it had available -- simply because it could not locate more uninsured children." Some parents don't enroll their children because they don't believe in public assistance. "Most often, however - in eight of 10 cases - parents assume wrongly that they don't qualify for free or subsidized insurance because they are working."
