Travelers are still imperiled by shippers who mislabel or improperly pack dangerous substances in airline cargo holds. No controls are being applied. Fines grow as more incidents found. Some couriers don't go by the book. Test finds failure to follow security rules, check ID. Postal shipments also a potential danger.
