In maintaining the status quo, special interest groups effectively kill legislation (such as merit pay for teachers, gas pricing controls for SD and SF) before it happens. Change is more common by way of voter initiatives. Lastly, the Term Limits law has special interest groups now mobilizing grass roots, political power and money for candidates who fit their political agenda.
