This extensive investigative series served to halt the construction of what was to be the nation's costliest high school, Belmont Learning Center in downtown Los Angeles, targeted for a toxic site where abandoned oil wells oozed explosive and poisonous gases. The investigation revealed law standards, neglect even in the face of glaring safety violations, and outright fraud on the part of school district officials.
