In the mid-1990s, dozens of members of the Maryland-based United Nation of Islam settled in the blighted heart of Kansas City, Kansas, naming their new colony, "Heaven." The group won praise, free buildings and civic awards from city officials who were glad UNOI had cleaned up the neighborhoods. But a closer look revealed an almost cult-like culture, with the leader of the group, Royall Jenkins, representing himself as Allah.
