The Dayton Daily News reports the foster care industry in the United States is "out of control. The newspaper documented that private foster care agencies across the country operate with little government oversight and have little financial incentive to run quality homes. It showed that with a nationwide shortage of foster homes, many children are taken from abusive or neglectful families only to be moved from foster home to foster home, or placed in filthy homes in rundown neighborhoods. In particular it showed how SAFY, which enjoyed an excellent reputation and was nationally accredited, was, in fact, run by Bruce Maag, a man with a conviction for endangering the welfare of a minor..."
