WOOD-TV reports that "The Michigan Department of Corrections makes $16 million a year from the high rates charged for collect inmate phone calls home. The state demands the phone contractors kick back a percentage of their earnings to the state. The phone rates are inflated to cover the state's cut and are paid by the often low-income families of prison inmates who receive the collect calls. The system amounts to a hidden tax on those families.."
