Description

The state of Florida announced a reward of $100 per student for schools that performed well in the Comprehensive Achievement Test. But as these reporters found out, after the allotment of these funds the school authorities spent it for nonacademic purposes. Even state officials mentioned they knew about some misspending but did not follow up on this information.
