Messenger investigates a botched investigation involving race at the Missouri Army National Guard. Capt. James Tate was the supervisor of the unit in Fulton and was the subject of a racial slur. The slur was reported and Tate then filed an equal opportunity complaint. That incident led to a yearlong investigation. In a second story, "Missing in Action," the author writes about the National Guard's steps to erase the color line.
