Description

WCNC-TV found that a county per-trial release program was allowing people charged with serious crimes to get out of jail before their trials and without having to post bond. The program was originally designed to release only those inmates who were indigent and were facing minor charges. The story resulted in new commissioners scaling back the program, Apr. 29, June 6, and Dec. 19, 1994.
