The Louisville Courier-Journal conducted a computer analysis of state blacktop contracts and found that, over a five-year period, 63% of the money went to single-bid contracts, which meant that the state was paying much more than it would have if there had been competitive bidding. The series found that blacktop companies had divided the state into territories in which big companies got the exclusive right to bid without competition. Further analysis of the computer records revealed that Mountain Enterprises, a heavy contributor to political campaigns got more single-bid contracts than other companies, Dec. 3 - 5, 1994.
