In response to the problem of homelessness, San Francisco Mayor Frank Jordan instituted a controversial program in 1993, Matrix, that was designed to simultaneously clean up the city and offer the homeless alternatives leading to sheltered, drug-and alcohol-free lives. Homeless activists saw it as a brute attempt to rid the city of the poor, while homeowner ad business interests viewed it as a reasoned and humane effort to preserve San Francisco's quality of life.
