The San Antonio Police Department exceeded its budget by $2.2 million in 2003. This Express-News investigation revealed much of this money is paid to officers in the form of overtime--overtime they didn't work for. Officers who make a court appearance, for example, are guaranteed at least three hours of overtime pay, even if they just set foot in the courtroom. Taxpayers, of course, cover the bill.
