Gannett News Services' series finds that caregivers with serious criminal records or histories of patient abuse are often hired by nursing homes; in the 50-state investigation, the series revealed that most of them work as nurses aides. They take advantage of insufficient background check requirements and inefficient hiring guidelines to move from job to job, often beating robbing and raping patients repeatedly. Weak regulations and flawed laws make it practically impossible to weed out dangerous caregivers even after they have been identified, February 1994.
