In an eight-month investigation, the Times-Picayune found that Governor Edwin Edwards and his political allies have intervened in the decision-making processes of public agencies to the benefit of riverboat casino gambling interests. The investigation also revealed that the State Police division responsible for regulating the gambling industry is overwhelmed by the magnitude of its task and lax regulations has opened the industry up to penetration by the Mafia; the Riverboat Gaming Commission also flouted its own guidelines and gave out certificates to people who did not meet the basic requirements, Dec. 4 - 9, 1994.
