A Lakeland City Manager was pulled over for expired tags on his truck. However, when the officer smelled alcohol on his breath, he started a routine sobriety test. "The police officer's supervisor arrived and eventually the sobriety test was halted and the city's police chief . . . was called." The police chief gave the city manager a ride home and the incident remained quiet for nearly four months. "The Ledger began hearing rumors of it and after several articles focusing on the incident and an investigation by the State Attorney's Office- the chief retired . . . The city manager announced his retirement prior to the incident." Due to the attention, "the police chief issued new guidelines on driving people home and The State Attorney's Office issued a report that said stopping the sobriety test was "police discretion"."
