The Sun Herald reports that "Three-year-old Unsterria Fortenberry was beaten to death by her mother's live-in boyfriend. Social workers knew of the abuse, but did nothing to prevent it. The child's mother also witnessed the abuse, but did nothing. Unsterria died of her injuries after a brutal attack at her mother's home in August 1994. After her death, nothing was done to provide protection for the slain child's surviving 5 year-old sister."
