The Asbury Park Press reports that "A decade ago, as New Jersey was coming out of the worst crime wave in its history, lawmakers made a promise to future criminals: No more Mr. Nice Guy. A series of tough new laws, especially those calling for mandatory minimum prison sentences, were greeted with enthusiasm from proponents who saw harsh penalties as the cure to crime."
