The Tribune's analysis of parking tickets in South Bend found that "government vehicles racked up at least $4,610 in unpaid parking tickets near the military recruiting offices" in downtown South Bend...The tickets have remained unpaid partly because the superior officers of those getting the tickets were unaware of the situation, and partly because the city is prohibited from taking the government or its soldiers to court to collect the fines." Another article found that parking enforcement officers write much fewer tickets on days when the weather is cold, snowy, or rainy.
