The investigation revealed that from 1985 through 1994, banks and thrifts abandoned inner cities and minority communities at a rate four times greater than found in any section of New Jersey. Filling the gaps were illegal check cashing outlets that essentially stole from the poor. This series examined the financial impact and growing rift between banks and minorities.
