Description

A new state law required schools to pay the way of poor students to go on field trips if the children couldn't afford the fees. The intent was to level the playing field for rich and poor children. The Tennessean suspected there was still a disparity between rich and poor schools. Rich schools could offer more trips to more far-flung locations because they could raise more money to pay the way of poor children. Schools could also get around the law by making the trips optional and offering them during non-school hours. (Feb. 12, 1995)
