Story uncovered manufacture and sale of lookalike state identification cards by independent, nonofficial enterprise. Further investigation showed the cards were veing issued with bogus dates of birth, allowing minors to appear 21 or older. Subsequent investigation showed these cards being used in Indiana and neighboring Chicago area by minors buying alchoholic beverages. (Aug. 13, 1995)
