A series of Guardian stories revealed that the city's politically powerful private electrical utility pasys some of the lowest franchise fees on any utility in the country. The Guardian found that the city had never conducted an annual audit of the franchise fees paid by the local electrical utility, as required by law. (Jan. 18, Feb. 22, March 8 & May 3, 1995)
