A computer-assisted examination of all property-tax assessment appeals filed in Dade County in 1994 shed light on the machinations of a close-knit but loosely supervised group of county employees and private professionals who control the local appeals process, often to the benefit of powerful, well-connected owners of commercial property. Because county bureaucrats believe the appeals system to be self-policing, they make no effort to review that performance of administrative judges who rule on appeals. (Dec. 28, 1995)
