The Concord Monitor detailed how New Hampshire's unemployment agency fails to help workers by denying benefits to those fired for minor infractions and cutting off benefits with no warning. The agency's rules also discourage people from starting their own businesses, and the few workers who qualify for benefits receive lower payments than all but seven other states. Meanwhile, businesses have seen their unemployment tax rate drop. The series also showed problems in a new program that places welfare recipients in the unemployment agency's job search program.
