The Mesa Tribune finds that halfway houses have turned into a profitable cottage industry in Eastern Maricopa County by milking federal benefits from drug-addicted tenants. The investigation reveals that House operators are recruiting addicts and ex-cons from other states to live in their facilities. When theose tenats fail recovery, they are let out on Arizona streets.
