An investigation by the Record revealed that Stockton had a greater concentration of group homes than any ofhter city its size, adn that county officials had been endorsing proposals to open new homes despite complaints. Also, the state was cracking down on leaseback arrangements, in which operators rented buildings they owned to their non-profit groups. (Sept. 3 & Dec. 31, 1995)
