Time found there is a new kind of supremacy movement gaining momentum throughout the West. Dick Carver, Nye County, Nev., is a leading voice in the county-supremacy movement. The Justice Department estimates that at least 35 counties, primarily in Arizona, New Mexico, Nevada and California, have declared authority over federal lands within their boundaries. The new rebelliousness has created a breeding ground for violence, especially in the austere rural settlements that brack the Continental Divide.
