Ronald Reagan was president of the United States the last time votes were cast for Allan Thomas.Thomas headed a small government agency that oversees a network of drainage trenches in one rural Washington state community.Since the 1980’s Thomas never again appeared on a ballot, but he continued to hold office, collecting tax money from hundreds of property owners living within the boundaries of the public drainage district that he managed.
