After we analyzed nearly half a million stops made in Cincinnati, Columbus and Cleveland, the state’s largest cities, we noticed a large discrepancy in the racial makeup of the data. The number of African Americans stops was significantly higher than the actual African American population. We found a large discrepancy in highway stops. In neighborhoods, ticket recipients were more likely to be black. But on the highway, they were more likely to be white. The finding  suggested that those two areas were policed much differently.
