“Secrets and Surveillance” delved into the Real Time Crime Center’s (RTCC) privacy protections. For months, Rebecca Rivas’ requests for information about how police stored and provided access to surveillance materials went unanswered. The department ultimately declined to produce any portion of the internal documentation required by its policy on sharing the center’s information, making it impossible to know if it was adhering to its own privacy rules. She also found that almost four years after opening, the RTCC continued to operate under a privacy policy that the city acknowledged was essentially a rough draft, and was never updated with recommended improvements, even after lengthy, though secretive, negotiation with city leaders and community advocates.
