Earmarks are line-items inserted into spending bills to direct funds to a specific project or recipient. The practice has become controversial in recent years and has lead to a number of political scandals. This panel will introduce participants to the practice of earmarking in the federal appropriations process and provide the tools and sources of information journalists need to track earmarks nationally and locally.
