The paper discusses how much of the government's work has always been performed by outside contractors, engaging front line workers in the development and processing of information who were not necessarily employees of the government. In recent years, however, major changes in the structure of government work have forced new examination of FOIA authority and responsibility. Two forces are driving these changes: Devolution, the transfer of authority and responsibility to lower levels of government, and privatization, the transfer of authority and responsibility to private sector organizations.
