The Fort Lauderdale News (Flor.) exposes a hospital that grew explosively by overcharging Medicare and witholding patient refunds, largely as a result of vague laws and browbeaten bureaucrats; court records and FOIA-obtained records from the Department of Health and Human Services and Blue Cross of Florida support the story, Sept. 23, 24, 25, 1980.
