Seven years after his conviction for one of Idaho's most heinous murders, Steve Waddell was being coddled by Idaho's prison system. Instead of serving time in the state pen, Waddell was being housed in a well-appointed county jail in northern Idaho, where he was allowed to roam in public largely unsupervised. The series discloses events leading up to Waddell's conviction, his crime's extraordinary impact on the victim's family, and the consequences of prison officials' failing to do their jobs.
