Description

In Pennsylvania, virtually the entire system of local taxation is based on real estate. Tax equity, therefore, demands equity in real estate assessments. Armstrong County had not reassessed property in 40 years. After a yearlong project, county officials began sending new assessment notices to property owners in the Spring of 1996. The Valley News Dispatch found that only 21 percent of properties were assessed at values within 10 percent of market value. (June 23, 1996)
