Cities and states have passed curfews and parental rights laws to rein in the growing encampments of runaways haunting America's doorways. But can laws rescue these children from the shadows? The Seattle Post-Intelligencer followed one group of wayward youths for three months as they orbited around a charismatic 15-year-old known as Bright Eyes. The resulting article showed that neither police roundups nor added shelter beds are likely to solve the problems of street kids.
