Transfering juvenile criminals to adult court is an increasingly popular judicial tool throughout the US. The article shows a computer-assissted analysis of 679 cases in which juveniles in one Ohio county were "bound over" to adult court and shows the tool isn't producing the desired results. Many juveniles get off with only a wrist slap from adult judges, a fact not lost on juvenile offenders -- some of whom now ask to be sent to adult court. (Oct 20-22, 1996)
