Glenda and Terry Sapp have not filed a tax return since 1992 and insist they are within their legal rights. IRS agents raided the Sapps' home in June 1996. Karl Granse, director of Citizens for a Constitutional Republic advises the Sapps and others on non-payment of taxes.
